Why Should You Hire a Licensed Pool builder/Contractor in California?

Building an inground swimming pool is a major investment for your family and your property. Before comparing prices and waterfalls, spas, decking, pool finishes or even prices, there is one question every homeowner should ask:
Is the person building my pool a licensed pool contractor?
In California, this is much more important than simply hiring someone who knows how to dig a hole and pour concrete or has maybe built a few pools.
A swimming pool involves excavation, structural concrete, plumbing, electrical systems, drainage, safety requirements, equipment and required permits and inspections. When you hire someone who is not properly licensed, permitted and insured, the lower price you may receive upfront can expose you to much larger costs and liability later.
At Yuba River Swimming Holes & Pools, we have built custom inground pools throughout Nevada County, Placer County and surrounding Northern California communities for more than 15 years.
Unfortunately, we often receive calls from homeowners asking us to repair pools that were built incorrectly by other builders.
Those calls are an important reminder of why choosing a licensed pool contractor matters from the beginning.
Is a Licensed Pool Contractor Required in California?
For a typical inground swimming pool project, yes.
California requires contractors performing work that requires a building permit, uses employee labor, or reaches the state's licensing threshold to hold a current and valid contractor's license.
Swimming pool construction is also a specialized contractor classification in California.
A pool is not simply a concrete project, or even a rock and liner project.
It is a complete construction project involving multiple systems that must work together safely for many years.
Before hiring anyone to build your swimming pool, homeowners should verify that the contractor holds the appropriate California contractor's license and that the license is active.
Yuba River Swimming Holes & Pools is a California licensed swimming pool contractor, CSLB License #917173.

Why Does Hiring a Licensed Pool Contractor Protect the Homeowner?
A contractor's license is not simply a number printed on a business card.
California's contractor licensing system establishes requirements intended to protect consumers and hold contractors accountable.
Licensed contractors must meet experience and qualification requirements, maintain a contractor bond and comply with California contractor laws.
If employees are used, California also generally requires workers' compensation insurance.
These protections become extremely important when several workers and pieces of heavy equipment may be on your property during construction.
Building an inground pool can involve excavation equipment, concrete work, electrical systems, plumbing, heavy rock work and weeks of construction activity.
Does a Licensed Pool Contractor Need Insurance?
Hiring someone simply because they offered the lowest bid without verifying licensing and insurance can transfer risks back to the homeowner that they may never have considered. Licensing and insurance are separate issues, and homeowners should ask about both.
A legitimate contractor with employees should have workers' compensation coverage as required by California law.
Workers' compensation is particularly important because construction workers can be injured on a homeowner's property.
Homeowners should also ask whether their contractor carries commercial general liability insurance.
General liability insurance can provide protection when property is damaged during construction.
Why a Licensed Pool Contractor Should Be Able to Explain Their Insurance
Don't be afraid to ask a contractor:
Are you licensed?
Is your license active?
Do you have workers' compensation insurance?
Do you carry general liability insurance?
What is your CSLB license number?
A professional contractor should be comfortable answering those questions.
Does a Swimming Pool Need a Permit in Nevada County or Placer County?
Yes. Permanent inground swimming pools require permits.
That is another reason hiring an experienced licensed pool contractor is so important.
A permit isn't unnecessary paperwork that should be avoided to save money.
Permitting establishes a process for reviewing plans and inspecting construction for compliance with applicable requirements.
Depending on the property and jurisdiction, pool plans can involve:
Pool location
Property setbacks
Structural requirements
Electrical systems
Plumbing
Pool equipment
Safety barriers
Fencing and gates
Property grading
Drainage
Septic systems and wells
Retaining walls
Other site-specific requirements
This is especially relevant in Nevada County and Placer County because many properties are very different from a typical flat subdivision lot.
We regularly work with properties involving slopes, acreage, rock, elevation changes and other site conditions that need to be considered before construction begins.
What Happens If Your Pool Was Built Without a Permit?
This is where trying to save money can become expensive.
California's Contractors State License Board specifically warns that failure to obtain a required building permit is a violation of California Contractors License Law and that construction performed without required permits can expose homeowners to additional liability and costs.
An unpermitted pool doesn't magically become permitted simply because the construction is finished.
If questions about the work arise later, the homeowner may be left trying to determine what was actually built, whether it meets current requirements and what must be corrected.
That can become far more complicated than obtaining the proper permits and inspections during the original construction.

Can an Unlicensed Pool Contractor Put a Homeowner at Risk?
Potentially, yes.
The California Contractors State License Board warns homeowners that unlicensed operators can create financial risks when workers are injured, property is damaged or work is incomplete or faulty.
The CSLB also warns that few unlicensed operators carry bonds or workers' compensation insurance.
That means a homeowner who thought they were saving money could potentially find themselves dealing with an unfinished pool, property damage or an injured worker without the protections they assumed were in place.
This is one reason price should never be the only consideration when comparing pool contractors.
A bid isn't truly cheaper if important protections, permits or construction requirements have simply been removed from the price.
Why Can Fixing an Improperly Built Pool Cost More Than Building It Correctly?
We see this firsthand.
Yuba River Swimming Holes & Pools receives calls from homeowners asking us to repair or complete swimming pools built by other contractors or unlicensed builders.
Unfortunately, correcting someone else's work can be much more complicated than building the pool correctly from the beginning.
Before we can fix a problem, we first have to determine what was actually done.
Was the plumbing installed correctly?
Was the electrical work completed correctly?
What is underneath the concrete?
Was the pool constructed according to approved plans?
Were inspections completed?
Is the problem isolated, or is it evidence of a larger construction issue?
Sometimes what appears to be a relatively simple repair is connected to work that is already buried behind concrete, decking or rock.
Finding the problem can require additional labor before the actual repair even begins.
We often cannot know what the cost of the repair is and the owner ends up paying more for the repair than the work.
Why Is It Difficult to Warranty Another Builder's Pool?
When we are called to repair another builder's work, we don't have the build history.
We may be able to repair the specific problem we were hired to correct, but we cannot reasonably guarantee every component of an entire pool that someone else designed and constructed.
That becomes even more difficult when the original work was performed by an unlicensed builder or wasn't properly permitted and inspected.
A homeowner may end up paying one contractor to build the pool and then paying another contractor to investigate and correct problems later.
The least expensive pool is not always the pool with the lowest initial bid.
The real cost is what the pool costs to build correctly, operate and maintain over the years you own it.
Can a Licensed Pool Contractor Cost More?
Sometimes.
But homeowners should make sure they are actually comparing the same thing.
One bid may include the costs associated with properly operating a licensed construction business:
Permits.
Insurance.
Workers' compensation.
Licensed and qualified trades.
Proper materials.
Required inspections.
Appropriate equipment.
Experienced employees.
Warranty obligations.
A dramatically lower bid deserves questions.
What isn't included?
A homeowner shouldn't discover the answer after excavation has already started.
How Can You Verify a Licensed Pool Contractor Before Signing a Contract?
Don't simply ask, "Are you licensed?"
Ask for the contractor's license number and verify it yourself.
Make sure the license belongs to the person or company actually contracting with you and check that the license is active and appropriate for the work being performed.
You can also review available workers' compensation information and other license information through the CSLB.
This takes only a few minutes and should be part of researching any pool contractor.

Why Experience Matters When Choosing a Licensed Pool Contractor
A license is the starting point, not the only qualification.
Experience matters too.
Northern California properties can present challenges that don't necessarily appear in a pool photograph.
We build pools throughout Grass Valley, Nevada City, Auburn, Meadow Vista, Placer County, Nevada County and surrounding communities.
Over the years, our projects have included properties with slopes, rock, difficult access, drainage considerations and complicated backyard layouts.
We have also built everything from relatively straightforward standard-size family pools to elaborate custom swimming holes with waterfalls, grottos, spas, slides, jump rocks and extensive rock work.
That experience helps us look beyond the pool itself and consider how the entire project fits the property.
Is Hiring a Licensed Pool Contractor Worth It?
When you are investing tens of thousands of dollars—or considerably more—into your property, choosing who builds it matters.
A swimming pool or pond is not something you want to pay for twice.
Proper licensing, permitting, insurance and experience cannot guarantee that a construction project will never encounter a challenge.
What they provide is accountability, professional standards and important protections when those challenges occur.
At Yuba River Swimming Holes & Pools, we believe homeowners should understand exactly what they are buying and who they are trusting with their property.
Before hiring any pool builder, verify their license, ask about their insurance, understand how permitting will be handled and look carefully at their actual completed work.
Doing that research before construction begins may be one of the most important decisions you make during the entire pool-building process.
